It should be possible to give a member group readonly , reply, or new thread permisssions to a forum rather than just access or no access. I know you can create read only forums but presumably then you flick this off and back on in the CP to add a post your self?

It's funny you mention this - it's been requested twice since the release of v3.0. This is certainly possible and will be included within a minor 3.x release.
I understand your comment regarding posting to a locked forum i've now updated this. Users who are marked as administrators will now always have the post options available within a locked forum.
Please send me an email and i'll forward the updated files. This will be provided to other users as part of the 3.1 minor upgrade which will be available within a couple of weeks based on initial feedback from v3.0
