That's actually correct. That forum has the same permissions for the group you are in as the other forums do meaning you can reply. But, the forum itself was closed, disabling the buttons. I think you'll see the same thing on a topic that is closed.

Hmm, understood. It's confusing. I would prefer to at least see a button in place of the "reply", etc buttons that identifies that the thread is locked. Instead of hunting for the button like I did, see that the permissions below are telling me I'm supposed to be able to post, etc...it's confusing.
