Article review dates & owners

Ownership/review date suggestions:

Should be able to store article owner (separately from last modifier).
Deleting an admin account should prompt for reassignment of ownership of all articles to another user.
Should be able to set default review date for all articles (e.g. 6 months, 1 year)
KB should send email to article owners when they are due for review or there should be an admin interface to do this.
