RSS TTL (Time to Live) is always 20 minutes

I changed the TTL to 240 minutes (in the Admin CP -> Email & RSS Settings -> Cache RSS feeds for) and the tag <ttl> is always 20 minutes.

Also, is there is a way to have more options to increase this value, up to 1 day (1440 minutes)?
