Hello.
My company is weighing its options with InstantKB .net. I have a question, will we be able to edit .ASPX, ASCX, and Master Pages with the End-User License, or will we need a Developers License?

The end user license is aesthetically customisable, but you have no access to any functional code, so you can modify the interface, but it is not intended to allow customisation of the software beyond the UI.
