Setup forum so only admins & mods can make new posts but all can reply?

I want to setup a news forum but only want admins and moderators to create new posts but I would like all my normal members (not guests) to be able to reply to those posts. How can I do this?

Create your forum and take a look at the settings under both Manage Forums and Manage Permissions

Thanks Eddy. I'll add my 2 cents. 

To do this create a new permission set called "Cannot Post". Set "Can Post New Topics", "Can Post New Replies" etc to No. Save this permission set.

Next visit the Manage Forums page. Locate the forum you only want to allow admins / moderators to post within. Click the drop down list on the far right of the forum and select the "Edit Forum Permissions" option. You'll see all the member groups that have access to the forum and the ability to associate a specific permission set to that member group for the forum. Associate the "Cannot Post" permission set with all member groups you don't wish to allow to post in the forum.

The following diagram may help explain hwo the permission sets are applied...
